Devolution PS Julius Korir has reprimanded all county governments against using public funds to publish congratulatory messages President-elect William Ruto’s in the local dailies.
The PS urged the county leadership to use cheaper ways to convey the congratulatory messages.

According to Korir the leaders could have used social media just like other world leaders to convey the messages.
Public Financial Management is reinforced in the Constitution of Kenya, 2010 and that Act (no 18 of 2012) advocates for effective management and expenditure of public funds by both levels of government

This directive also came with support from the President elect as he also discouraged the congratulatory adverts as it is a waste of money which can be pumped into more essential matters.
“It is the desire of the new administration to give Kenyans the value for their money,” the letter read in part.
It further stated, “Public Financial Management is reinforced in the Constitution of Kenya, 2010 and that Act (no 18 of 2012) advocates for effective management and expenditure of public funds by both levels of government.”
The move was also supported by COFEK Africa Secretary General Stephen Mutoro who also encouraged the leaders to explore other cheaper alternatives and desist from procuring extravagant adverts
“County Governments can thank the President-Elect directly through a letter via the Governors. Prudent public finance management doesn’t envisage spending funds on media advertisements,” he said.
