Kisumu residents want rogue officers transfered amidst rising insecurity

Nyanza Human Rights watch has filed an open petition following alleged unbecoming conduct of some police officers in the region.

According to Audi Ogada, a human rights defender, there has been a public outcry on the same forcing the office to write to the regional police boss.

In the petition, the office alleges that Kisumu East DCI Mr. Lemayan’s conduct is arrogant, abusive, boastful,  unwarranted and discriminative.

They also claim that there has reports of intimidation and harassment of citizens and  journalists who are raising insecurity issues in Kisumu East Sub County.

Rogue Officers

Officers in charge of Nyamasaria Police Post, Richard Kosgei and his  Deputy Mr. Kennedy Saina have also been accused of collecting money from illicit chang’aa brewers.

The duo are allegedly colluding with and protecting well-known criminals in the area.

“The two have demonstrated clear conflict of interest and cannot therefore discharge their duties diligently and with  impartiality in the area,” furthered the report. 

A Police Officer attached to Migosi Police Sub Post is also said to be unlawfully detaining suspects and motorcycles.

Ogada further says that there has been complaints of dreaded gangs masquerading as officers in the tracking unit.

In the petition the activists are now demanding that these rogue and corrupt officer be investigated further and if  possible be removed immediately. 

“The Kisumu East insecurity situation calls for effective and efficient officers who are ready and willing to protect the residents,” the petition adds.

The office also seeks workable mechanism be put in place.

They further appealed to Kisumu East, Kisumu Central and Kisumu West to co-ordinate and conclusively address escalating insecurity.
